Melman also pointed to a sensible way to reverse the process. The state-corporate leadership has other commitments, but there is no reason for passivity on the part of the &quot;stakeholders&quot;, workers and communities. With enough popular support, they could take over the plants and carry out the task of reconstruction themselves. That is not a particularly radical proposal.
